i'm not one for conspiracy theories but the funny thing is the Russians did deny responsibility at first, which makes you wonder. they didn't claim it was a failed rocket test until like a day later, after initially denying it.

Denying rocket testing was probably the default response. Then, once this was a big deal, they simply fessed up (in my estimation).
