F was supposed to be raw. And Trey told Steve exactly what to do.
If you've ever been a vocalist yourself you'd understand what I'm talking about. I don't have the technical terms for it. But what holds Steve's voice back is the lack throat to control his growls. He ends up wasting tons of air without creating any effect. Frank Mullen is a perfect example of how those mid-range growls should be done.
I agree fully on this.

Except I can hear every syllable of the pseudo-Sumerian parts of Bil Ur-Sag in Steve's performance, while Dave just sort of mumbles it. Fuck, I could make it out when I first heard it, before having read the lyrics.
I think you're way off with your opinion of Steve's FFttF performance, though I do agree there is very noticeable growth between F and G.

Yeah sure, there is some intense stuff in Bil Ur-Sag but listen to Pain Divine, "Hedonistic Rapture, Heightended Senses Overwhelmed" etc... Listen to that fruital fucking energy of a vocals.

They're both great vocalists in their own way, period, end of discussion.
