Considering the existence of the song Ceasar's palace, I suspect it's Caesar.
That time of orgies and such may also have a link with his S&M lifestyle (described in Pain divine)

Exactly, all good points... Then there's the lion's den, which was Nero's form of persecution and again we all know track 5 on Covenant
But either way man, it's these connections and understanding of the more mindful who know better than to look at what vincent says merely on the surface.
