It happened on a chain of islands way south of Manila.

Obviously the infrastructure damage is great and a lot of folk there are in dire situations. However, the whole affair has become quite the political theater lately as the presidential aspirants who will run in 2022 are there trying to win over the emotionally-distraught crowds.
