changed their network name to "I will hack your computer"
but, I figure if they're not smart enough to put up a password, it's not possible for them to do anything. amirite?

I would take it as a warning. they damn well could intend to and maybe don't have a password set because maybe other people in the household aren't computer savvy. but if they are aware of you, i'd say they at least have some knowledge.

Chances are he won't do shit.
Anyone who calls it "hacking" probably doesn't know anything anyway. (Correct term is cracking).

That is because you live in the country which runs things! That means, your country breeds leaders!!! And we all know that leaders are nothing without assistants and employees who do these things like set passwords to wireless networks

Most people don't set up passwords because either:
1. They don't know how to
2. They are too lazy
3. They have a number of computers, and consistently logging in to the internet has become a hassle (also goes along with 2).
