I'm going to go with non-obvious choices. JFK. Had he not been killed in office, history probably would have been less kind, with the kind of shit he was pulling in secret. Vietnam, CIA activity in Cuba and using the FBI to spy on Americans.

Reagan gets way too much credit, but to be fair, it tends to only come from conservatives. He reaped the benefits of Jimmy Carter's Fed having punitive interest rates for nearly four years. He ran up very large deficits trying to get the government revenues to follow the "good" portion of the Laffer curve. The Strategic Defense Initiative was a black hole where money was lost, never to be seen again. He gets credit for the fall of the USSR, but that was primarily due to the long-term shortcomings of communism and the implementation of glasnost and perestroika.
